The seven ministries published The Second Five-Year Plan in March, 2013, clarifying
that China needs to speed up the construction for the next generation of IPv6 Internet and put
forward the roadmap for development and the schedule.China is required to develop small-scale
commercial pilots of IPv6, allocate IPv6 addresses to users and applications and form a mature
business mode and a route of technology evolution, prepare for deploying IPv6 fully and speed up
promoting new Internet architecture and technological research by the end of 2013.
The opinions about the Construction of The Second Five-Year plan for the Next Generation
of the Internet mentioned detailly that the development tasks of the next generation of Internet
in China mainly include that all backbone network, about 10% of MAN and about 70% central
enterprises and prefectural government `s outer net systems must support IPV6;Commercial website
system whose page views rank top 100 in China must all support IPV6;Educational website system
will support IPV6 comprehensively; The telecom companies' new businesses and enterprises with
DNS should basicly support the visit and the resolution of IPV6;Large-scale public Internet will
realize the business connection between IPV4 and IPV6;The Internet penetration should be over
40 percent and the number of the users with IPV6 broadband will be over 8 million.
According to the present situation, China has finished the applications of 12535/32 block
addresses(equal to 12535 times of IPV4 ),ranking the third of the world; On the basis of the data
of the global IPV6 test center, by the end of 2012,there were 579 websites which passed the test
certification of the global IPV6 forum(occupying 29.21% of the world) in China(excluding Hong
Kong, Macao and Taiwan regions),and the number of educational websites is 525,whose percentage
is 90.7%.Nowadays, over 300 colleges have the access to educational website and the number
of users is over 200 million,2000 scientific research units can enjoy the top-speed experience
brought by the next generation of Internet; It's known that the number of netizens in China
reaches 0.564 billion and ranks the top of the world. The Internet penetration is 42.1% and it has
passed the average level of the world and achieved the goal of the assignment book, In the level
of the industry, a group of Internet enterprises which have international influence initially have
emerged in China and part of them rank ahead in the market value of global Internet enterprises
all over the world.
The chairman of Global IPv6 Forum, Latif Ladid, used to mention in Global IPv6 Summit
2012,"Though Chinese government had done a lot of work and the academic circles did well too, I
hope the operators should not only do the testing, but also conduct deployments."In fact, since the
publishment of The "Second Five-Year plan", China has followed the schedule of the next generation
of the Internet and constructive industry chain strictly, and has achieved much progress.
Global IPv6 Summit 2013 (The 12

) hosted by global IPv6 forum and BII will be held from

April. The theme of this summit is "speeding up constructing the new information-
based facilities and promoting the technologies of information networks to be widely used" and
we will invite the organizations of national policies and local leading governments and experts
