Godine 1989. CEPIS je formalno
osnovan sa misijom da obezbedi "koordinira-
ni evropski glas koji je u stanju da zastupa
stavove evropskih informatickih strucnjaka
o bitnim pitanjima u evropskim instituci-
jama". Razvoj CEPIS treba shvatiti paralel-
no sa rastuim nadleznostima evropskih
institucija u devedesetim godinma. Kako je
i Evropska komisija pocela da proizvodi sve
vise i vise izvestaja i propisa koji su uticali
na jezgro IKT proizvoda i profesije, tako je i
stvaranja evropskog tela IKT profesionalaca
postalo nuznost u daljem razvoju.

could collaborate more closely. Another
meeting was organised towards the end of 1988
to continue this discussion and participants
agreed to some kind of federation of European
informatics professional societies. The agreed
objectives were to create lasting bonds of
cooperation between countries and to form a
channel of truly professional opinion towards
the European institutions.
In 1989 CEPIS was formally established
with the mission "to provide a coordinated
European voice that is able to represent the
views of European informatics professionals
on major issues to European Institutions". The
development of CEPIS is to be understood in
parallel with the growing powers of European
Institutions in the nineties. As the European
Commission started to produce more and
more reports and regulations that influenced
the core of ICT products and profession,
creating a European body of ICT professionals
became a necessity.
Setting the European standard for
ICT Skills
One of the most important
achievements of CEPIS, still as of this date,
was the creation of the European Computer
Driving Licence (ECDL). In 1995 the ECDL
Task Force was created, supported by the
European Commission through the ESPRIT
research programme, to define the computer
skills required by the ordinary citizen to take
advantage of the new end user technology.
The Task Force developed a certification
programme which was launched as the
European Computer Driving Licence in
Sweden in August 1996. After the initial
efforts to setup the project, ECDL was then
given its own organisation structure. Since
that time ECDL has become the leading
digital skills certification in the world with
more than 12 million candidates enrolled in
the programme.
Building the ICT Profession
Right from the start, CEPIS setup a

and Development to address the issue of
standardization of professional qualifications
throughout Europe. The work led to the
